Question for experienced Fantasy Football players

Ok, I am in a fantasy league and this is the second year. We are trying to figure out how we will work our keepers. At the moment, we are considering allowing each FF GM keep 3 players. Here are my questions.

1) is allowing each GM keep 3 players too many? I have a feeling that will severely limit the pool of top end talent.

2) What should a GM pay in this coming years draft picks to keep those players?

-We are kicking around the idea of either original drafted value, IE if a player was drafted in the first round, in order to keep him you would have to surrender your first round pick.

-We are also kicking around the idea of original round pick plus one round. IE, teams would only be able to keep 2nd round value players or later and would pay a first round pick for keeping them. IE a third round keeper would cost a 2nd round pick.

3) This is contingent on the value put on players of course but what should happen if a GM has two first round value players he or she wants to keep but only has one first round pick?
