The 2008 NFL Draft features an absolute mess when it comes to sorting through all of the ties that exist up and down the entire lineup. The first round lineup that exists after most of the tiebreakers have been put into effect has the Lions picking 15th, which is the latest first round pick for Detroit since 2001 when they selected 18th.

For the Lions, they will be the final 7-9 team to pick since their strength of schedule is so good. They did end up tying with the Bears in that category as well, but since Chicago's divisional record was worse, they got to pick 14th instead of Detroit.
